]]>Former Intercity Patriotic Front (PF) cadre, Francis Muchemwa, also known as Commander 2, has lost his properties, including his house, after the Lusaka Magistrates’ Court ordered their forfeiture to the State.
Lusaka Chief Resident Magistrate, Davies Chibwili, ruled on Monday that Muchemwa’s properties, valued at over K12 million, are proceeds of crime following his conviction.
The Anti-Corruption Commission (ACC) had applied for the forfeiture under the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
Muchemwa was convicted of possessing properties obtained through proceeds of crime and sentenced to three years imprisonment with hard labor.
Additionally, he was fined K141,400, and his two companies were fined a total of K800,000.
The forfeited assets include properties L/26393/M, L/26394/M, and a motor vehicle BAR 9059 ZM.
Muchemwa had filed a notice of intention to appeal against the conviction and sentencing to the High Court, arguing that the magistrate erred in law and fact by failing to submit the documentary evidence due to a technicality.

The couple is accused of possessing properties suspected to be proceeds of crime, including a single-storey four-bedroom house and an incomplete block of six flats in Chamba Valley, Lusaka.
These properties were allegedly acquired between May 1, 2015, and December 31, 2021, in Lusaka, jointly with other unknown persons.
The prosecution alleged that Lusambo and his wife concealed these properties, reasonably suspected to be proceeds of crime, and also evaded tax payments.

Dessalegn, who is also Chairperson of the Africa Food Systems Forum (AFS Forum), emphasized the need for financing, expertise and partnerships to support these efforts.
In a statement issued in Lusaka on Monday, Dessalegn stated that significant progress required investment in infrastructure, such as roads linking rural and urban areas.
“The proportion of jobless youth is steadily climbing, and agriculture and related value chains hold the best promise of employment,” he said.
Dessalegn noted that African farmers face limited market access due to infrastructural gaps, hindering their ability to transport goods to demand areas.
He also highlighted the extensive post-harvest losses caused by inadequate long-term storage technologies and facilities.
“These inadequacies allow unscrupulous brokers to buy produce at low prices, leaving farmers unable to recoup their investment,” he added.
Dessalegn stressed the need for expanding road networks into villages, constructing modern market buildings and providing cold-chain storage and secure silos.
He acknowledged that many infrastructural investments are primarily government functions but can be accelerated with support from development partners and the private sector.
Meanwhile, Dessalegn pointed out that climate change continued to impose new challenges, highlighting the multifaceted nature of food system issues.
He stated the importance of critical declarations and commitments guiding the search for solutions.
Declarations such as the Malabo and Maputo Declarations highlight food system solutions as vital for achieving all 17 UN Sustainable Development Goals (SDGs) by 2030.
“World leaders from government, private sector, development organizations, scientists, researchers, civil society, and farmers will gather in Kigali, Rwanda, to review progress towards Africa’s food system transformation,” he stated.
This year’s AFS Forum theme, “Innovate, Accelerate And Scale: Delivering Food Systems Transformation In A Digital And Climate Era,” would focus on innovations, technologies, best practices, business models, policy delivery mechanisms and investments needed to accelerate food system transformation in Africa and beyond, with youth and women at the forefront.

The CF leader expressed shock that police officers, who should be fighting crime, were among those fingered for the crime.
“The revelations surrounding Mr. Muleya’s murder are a severe indictment on the Police Command, leaving citizens unsure if they should trust or fear the police,” Kalaba said.
He appealed to the Inspector-General of Police to take the matter seriously and conduct an audit to remove criminal elements from the police service.
Kalaba also urged the public to depoliticize this criminal act, allowing the police to conduct a professional investigation and restore public trust in the police service.

“To the Commander in Chief, President Hakainde Hichilema, we urge you to act decisively and not allow this level of thuggery and criminality under your watch,” he said.
Kalaba said that the party expected significant consequences, rather than minor reshuffles, in response to corruption scandals involving ministers.
He also called for the same urgency in arresting those involved in the abduction of Petauke Central Member of Parliament, Emmanuel Jay Banda.
The Zambia Police Service had arrested four suspects in connection with Guntila Muleya’s murder, including two regular police officers, one reserve police officer, and a member of the public.

In reference to delay by chiefs to get their monthly allowances on time, Hichilema wondered why it was difficult for public workers to issue the funds at the right time.
The Head of State was speaking when he met 26 chiefs at Senior Chief Shakumbila’s palace in Shibuyunji District on Sunday.

“I have issued instructions that those allowances must be paid on time. When public service workers get paid, traditional leaders must be paid as well.
“Why should there be a difference? But one of the challenges I am facing is getting government workers to do their job. This is not a complicated issue, so we will work on that anomaly,” he said.
Hichilema, therefore, issued a directive to ensure that all chiefs were getting their allowances at the same time as public service workers receive their monthly salaries.
Hichilema said he had been informed of the delay in the chiefs’ allowances and assured them that the anomaly would be corrected. “I have been made aware that your allowances have been delayed. It is not correct.
Actually, we should be talking about increasing your allowances, not delaying the small allowances,” he said.

Kalaba criticized President Hakainde Hichilema for lacking the political will to fight corruption, accusing him of parading the corruption of previous regimes while acting as judge and jury based on political affiliation.

“State House officials are involved in a gold scandal, they abduct people and there is no police to question them because they clearly seem to share in the apparent immunity of the head of state,” he said.
Kalaba further accused the government of prioritizing personal gain, likening their corruption to grand theft compared to the “pocket thefts” of previous administrations.
He pointed to misinformation and deception by the Executive Minister regarding 61 containers of medicines as evidence of systemic corruption and incompetence.
“The CF is concerned with the President’s lack of transparency, evidenced by his continued refusal to declare his assets in line with good governance principles,” Kalaba said, arguing that this created opportunities for illicit wealth accumulation without accountability.
He stated the importance of the President leading by example to demonstrate a commitment to transparency rather than just talking the talk.
